Hear from Tony Rooke, Executive Director at the Glasgow Financial Alliance for Net-Zero, as we delve into the importance of net-zero transition plans for financial institutions.

Financial institutions are increasingly recognizing the importance of having credible transition plans that outline how they will manage the risks and opportunities associated with the transition to a net-zero economy. This includes setting targets for reducing their own emissions, as well as supporting their clients to do the same.

In this webcast, we will discuss the benefits of having a net-zero transition plan, including increased resilience to climate-related risks, improved reputational value, and access to new market opportunities. We will also explore how financial institutions can develop effective net-zero transition plans, including engaging with stakeholders, setting ambitious targets, and tracking progress over time. We’ll answer a range of questions, including:

  • Why you need a transition plan to mitigate climate risk and optimise opportunity;
  • What does a good transition plan look like; and
  • How to get started on your transition plan.

Tony Rooke

Executive Director and Head of Transition Finance, GFANZ

Dr Tony Rooke is Executive Director and Head of Transition Finance at GFANZ. He leads technical lead work in transition planning and transition finance, real economy, and energy transition. Much of this focuses on ensuring that financial institutions can understand and strategize for the scale and timing that specific sectors need for transition finance.

Prior to GFANZ, Tony was Senior Director for Transition Risk at WTW, where he led net-zero transition, TCFD and decarbonisation strategy advisory, and helped formulate the principles and methodology for the transition plan accreditation scheme: Climate Transition Pathways.

Tony has over 25 years of global experience in climate change, sustainability, strategy, advisory and programme delivery. Prior to WTW, he was global Director for Disclosure at CDP (formerly Carbon Disclosure Project) responsible for defining, delivering, and assessing climate disclosures from over half of the world's companies by market capitalisation, and thousands of cities globally. He has led sustainability consulting practices, and conceived and led an award-winning environmental programme at Logica.

Jo Paisley

President, GARP Risk Institute

Jo has worked on a variety of risk areas at GARP Risk Institute, including stress testing, operational resilience, model risk management and climate risk. Her career prior to joining GARP spanned public and private sectors, including working as the Director of the Supervisory Risk Specialist Division within the Prudential Regulation Authority and as Global Head of Stress Testing at HSBC.

As President of GARP Risk Institute, Jo Paisley helps lead research and thought leadership for GARP and the broader risk community.

Jo Paisley’s career began at the Bank of England where she worked in various economist roles, ran the Statistics Division and spent the last part of her career in Supervision. Her last role was as a Director of the Supervisory Risk Specialist Division within the Prudential Regulation Authority. This area provided deep technical risk expertise to front line supervisors across all risk disciplines, covering banking and insurance. She was also heavily involved in the design and execution of the UK’s first concurrent stress test in 2014.

She left the Bank in 2015 and joined HSBC as their Global Head of Stress Testing, where she was responsible for ensuring that they met all their regulatory stress testing requirements around the world. She has also worked as an independent stress testing consultant, advising firms on how to get the most value out of stress testing. Jo studied Philosophy, Politics and Economics at Magdalen College, Oxford, before completing her MPhil in Economics at Nuffield College, Oxford.

Tony is the global senior expert on transition risk and opportunity, and co-leader of the climate corporate services at Climate and Resilience Hub. He advises on climate strategy, reporting, and analysis for Willis Towers Watson’s clients to help them navigate the transition to a just, low-carbon and climate-resilient economy. Tony is leading work on transition and insurance, energy transition, and guidance on climate scenario use for Paris alignment of banking portfolios with the Climate Financial Risk Forum.


Tony has over 23 years of global experience in climate change, sustainability, advisory, and program delivery. From 2016-2020, Tony was Global Director for Disclosure at CDP, responsible for the world’s leading climate and environmental disclosure platform, achieving over 30,000 disclosures from companies and cities, producing over 40,000 ratings, and ensuring disclosure to the TCFD recommendations, including climate transition plans, scenario analyses, and sector-specific disclosures for 22 industries. From 2009-2014, he led sustainability consulting practices at Infosys and Logica across EMEA and APAC, delivering strategies, advisory, and climate transition projects spanning private and public sector. This built upon his creation and delivery of Logica’s multi-award winning environmental program, responsible for GBP 32 million in savings and a 23% reduction in emissions.
